Anthony Lakes Mountain Resord(ALMR) gifts stock to Baker County. Baker Cou nty leases the resort and all its assets to a community based 501 C-3 non-profit called something like Friends of Anthony Lakes (FAL). Board of Directors of FAL prepares a business plan, develops an operating plan and hires a general manager to run day to day operations. Board of Directors sets policy for operation and the manager is in charge of all employees and has total autonomy in operation of the resort. This option would require working capital which the FAL does not currently have.

PROS: Keep it Community based; Could utilize volunteer work and expertise; Could apply for grants for capital implovments;

CONS: Need working capital; Need viable 501 C-3; Board could have trouble to consensus; Conflicts between general manager and board can be common place.
